Panaji: Chief Justice of India D Y Chandrachud, in the presence of other Supreme Court judges, will inaugurate the new district and sessions court complex at Merces, North Goa, on Saturday.
The technologically advanced complex comprises virtual courtrooms with digital facilities, an e-Seva Kendra, and digital case management and e-filing systems. It is designed to be user-friendly for persons with disabilities, featuring ramps, accessible washrooms, and Braille script on all signboards. The complex also includes a vulnerable witness room, witness protection rooms, exclusive spaces for permanent and regular Lok Adalats, mediation and arbitration proceedings, and a clinic with an in-house medical team. The court complex is eco-friendly with a sewage treatment plant where wastewater is recycled and reused in the garden and cisterns.
It boasts of facilities such as ATMs set up by three banks, a stationery room, photocopying/scanning rooms, and barracks for police personnel. It also has a crèche for children of litigants and staff; and a multipurpose hall — equipped with audio-visual equipment — that can seat 300 persons.
In keeping with the principle of the current CJI that the working conditions of the district judiciary must be improved to provide speedy and effective justice, the complex pioneers in virtual hearingsThere are also waiting rooms for accused persons and space for legal aid clinics.
The complex’s plot, measuring 20,091sqm, was acquired by Goa govt in 2009, and the foundation stone was laid by Justice Swatanter Kumar, the then Chief Justice of the high court of Bombay, on Sep 2, 2011.The complex introduces better working conditions, such as videoconferencing facilities in all the court halls with audio/video facilities.
Each court hall accommodates 30 litigants and 24 members of the bar, with comfortable waiting areas for the litigants visiting the court complex.
The project has been established to ensure the protection of the rights of victims, witnesses, and litigants at large through a smooth, speedy, and effective justice delivery system. The Office of the District Legal Service Authority, North Goa, is also housed in the court complex to facilitate access to free legal aid in taluka and district courts.
While designing the structure, care has been taken to accommodate litigants, members of the bar, public prosecutors, and staff. The parking space can accommodate about 326 vehicles at different levels of the complex.
