Flawed DPCs, promotions in Raj govt dept flagged, but no action taken

Jaipur: A representation submitted to the CM, the chief secretary, RPSC chairman, and the secretaries of employment and personnel departments has revealed that departmental promotion committees (DPC) of officers in the employment department were formed and their promotions were done incorrectly twice in 2023.

Despite the department of personnel (DoP) asking the employment department to review the DPCs and promotions, no action has been taken so far. The third DPC, which was due on Friday, was deferred by the department following complaints. The representation cited facts obtained under the RTI Act to reveal irregularities.

"On Mar 1, 2023, during the DPC of employment department officers, the seniority list and other documents were tampered with, and officers were promoted incorrectly. Several officers were irregularly promoted to posts of deputy director/ joint director," it said. These, according to sources, were the DPCs pending for 20 years up to 2019-20.

It added, "When objections were raised by a petitioner, the personnel department, on Aug 24, 2023, deemed this promotion incorrect and against the rules. It advised the employment department secretary to present proposals for reviewing DPCs conducted for the post of deputy director over various years."

"A month after this advice, deputy secretary of the department, Naresh Goklani, conducted another regular DPC on Sept 27, 2023 (for 2020-21 to 2022-23), based on the incorrect DPC of Mar 1, without informing the personnel department, RPSC and the higher authorities. Since the personnel department considered the DPC of Mar 1 incorrect, the DPC conducted on Sept 27, in place of a review DPC, is flawed," added the representation.

The personnel department again advised a review of the DPC for the post of deputy director on Oct 31, 2023. "The employment department also accepted the need for a review DPC in the high court," said the representation. "All DPCs of the department must be reviewed as per the personnel department's advice, no other DPCs be conducted until then, and accountability for all irregularities be determined," it added.
